    they're incorrectly using the 100 pill count for each price, so $18.99/100 = 0.19 cents/pill and $13.99/100 = 0.14 cents/pill

    I'd say the mistake is assuming there is supposed to be a rhyme or reason to the order. It likely just is and you should roll with it.
