I believe that this rule mostly applies to people who make "problematic" content. Mostly neo-Nazis, racists, anti-vaxxers, the type of peple who advertisers don't want selling their ads.

This. It gives YouTube a valid reason to terminate accounts. It's not like they're going to start banning legitimate accounts in waves. It's more of a legal way for them to say "well, it's against the terms that you agreed to" when they find problematic content.
