OEM definitely won't transfer to a new computer. It's expressly designed to stay on one motherboard, ad infinitum, until the end of the known and possibly unknown universe.

Also, if it's important to you, Builder version can't be used to upgrade an existing system.

I've heard people have success with calling M$ to reactivate an OEM key after they swapped out their motherboard but I haven't personally messed with that stuff.
