That's a possibility, but it's also possible that you did well on the survey and they just haven't gotten around to giving you the qual yet. It isn't instant. I think it takes a couple of weeks sometimes.

Probably should have said I think that's how it works. No one's sure exactly.

 

At least when the CR2 qual was in use people knew one way or the other if they were blacklisted. It's just kind of hidden now.
