There are a few programs you can run on your desktop and phone that allow you to share your internet connection for an extremely tiny amount of money per GB used. You basically turn your internet connection into a shared proxy/VPN... I suspect this practice has something to do with IPs being flagged on watchlists - people who use your same internet provider using these programs, then that IP is used for spamming and it becomes flagged. Since you're on the same network of IPs, it can cause you to become flagged
